Ways to make money as an teen who can't get a job?

I know this sounds a bit off, but I'm a 17 year old. For the last two years I've been trying to get a job, I've put in applications, but I haven't got anywhere. I live in a small town next to a couple other smaller areas, basically all the jobs are already taken up by the people who got there first. So I'm curious what ways I could make money while I'm unemployed? Maybe with a little detail and definition if you wouldn't mind, I can be a bit confused at times.

Thanks for taking time on this.
Etsy, or moving to a bigger city, or simply keep looking. I'm sure something will turn up!
It's hard right now. Companies are hiring again, and they're picking better qualified people first, sometimes adults in jobs that were traditionally for teens.I'd suggest starting your own business. Hopefully, you have some kind of skill that's marketable.

If you're crafty, you could try selling handmade things on Etsy.
