I have a green hamper from the dollar store and my cat licks it ALL the time! does anyone know why or how I could stop her!?

(I'm taking a wild guess) Since it waz from the dollar store it could be because your cat likes the germs on it so you should wash it. If not that then keep it somewhere she can't jump/reach to get it. Or try to distract her from doing that with a toy if she likes that.
