What is the BEST way to burn thigh and stomach fat?

I want to to lose some weight before the beginning of school. I need to burn at least 5 pounds off of each of my thighs and 15 off my stomach. Is that even possible? What should I do?

All the exsercizes the first person said are good but also watching what you eat. You can't rely on working out alone.
