It just means not purple, pink,blue or orange. Those crazy colors. Any color that's natural would be a color you would see on your typical adult or child. I hope I worded it in a easier way for you to understand.

Why doesn't your school let you color your hair the way you want to? Honestly I don't see what's so bad about dying your hair an unnatural hair color.

You should not apply caramel mechones into your hair. The reason is because you will be against the school policy since the caramel mechones products will affect the natural color of the hair.
