the older the better... wine tastes better when it ages... also open the bottle and let it get air for 15 mins or so before u drink it...

If its a good brand and was stored correctly, then yes, it is fine to drink. But wine needs to be stored in just the right temperature(not a degree above or below), and in a specific way that it needs to be placed. If you didn't do anything to the wine and just left it out since 1996, and you drink it, let's just say that it will not end well.
