it seems to me a bit like extortion one day they tell you ok now you live in the city and you have to pay us x amount of money or we will take your property and put you in prison
Each state has a process for a municipality to change its boundaries, which usually involves both residents voting and the state legislature approving. Petitions rarely have anything to do with the process. Did you vote against it when it was on the ballot? Did you lobby your representatives? If not, then you did not participate in the process. Everybody can't agree with everything that happens in government, but we live in a democracy where the majority rules, within constitutional limits.
