because of most of the local farmers growing tobacco and other products, prices for sugar were failing so they brought in the sugar cane.

I dont specifically know the 17th century but sugar plantations (sugar cane) came from The Carribean, specifically Dominican Republic and Haiti.With the abolishment of slavery around the 1800s in those countries, there were no slaves to harvest the sugar cane, meaning less sugar cane produced and then exported to europe.
